In general I would say the Belgian league is a relatively high scoring affair, with both these teams averaging well over 3 goals per game (3.17 for Genk and 3.5 for Westerlo). Where Westerlo may have only just been promoted, they are currently on a very impressive streak, unbeaten in their last 5 where they won 4 and have drawn 1 game. Although a sidenote here is that most of these results were against pretty weak opponents except for their 'shock' win over Brugge 2 weeks ago. Brugge being one of the better and traditionally top 3 placed teams in Belgium. Brugge definitely dominated the game but failed to score whereas Westerlo ended up being way more proficient with the opportunities given.
Genk on the other hand is working on an equally impressive season so far. Winning 10 and only losing 1 (against Brugge) and drawing 1 in the entire domestic season so far. In 9 out of these 12 games the over 2.5 has hit, 8 of those having Genk emerge as the winner. As for Westerlo, they have seen the over 2.5 hit in 7 out of their 12 games, 5 of these were on the road. In terms of h2h there isn't much to say, as Westerlo had been playing in the 2nd league for about 5 years and their last official encounter was in 2017.
Regardless of Westerlo's current streak I am convinced Genk is the better team here. With both teams being able to score as easily as they are the over 2.5 should not be a problem either.
